北京大学博士后、北京大学法学博士（知识产权法）、北京大学理学学士（化学专业）、北京大学法学学士（知识产权法双学位）。
曾在北京大学信息技术高等研究院担任数字经济研究中心研究员、智能教育实验室主任，从事数字经济、知识产权、科技治理、技术成果转化、人工智能监管等领域研究。
曾在北京大学医学人文学院担任助理研究员、博士后，从事卫生法学、医疗与科技政策研究。曾作为访问学者赴斯坦福大学和剑桥大学参与知识产权法、科技法相关研究。
兼任中国科学技术法学会人工智能法专委会副主任、江苏省数字经济学会数字治理专委会委员、民革浙江省委员会教育科技委员会秘书长、世界机器人大会青少年机器人设计与信息素养大赛专家委员会常务委员，担任Soft Computing(SCI JCR 2区）期刊审稿人。
曾获杭州市级领军人才称号、杭州市哲学社会科学优秀青年人才称号、中国科学技术法学会2022-2023年度优秀论著二等奖。

研究领域：
主要研究方向为知识产权法、科技法、创新管理，重点关注人工智能法律监管与治理、数据治理与数据基础制度构建、生物医药行业专利运营、技术成果转化中的知识产权管理等科技与法律深度融合的前沿交叉问题。
学术成果：
发表（含正式接收）SCI、SSCI、EI、CSSCI等数据库检索中英文论文30余篇。

Dr Yineng Xiao got Doctor of Law in Peking University (Intellectual Property Law), Bachelor of Science in Peking University (Chemistry Major) and Bachelor of Law in Peking University (Dual Degree in Intellectual Property Law).
He once worked as a research fellow and director of intelligence education laboratory in Advanced Institute of Information Technology, Peking University, engaged in research fields of digital economy, intellectual property law, scientific and technological governance, transformation of technological achievements, artificial intelligence supervision, etc.
He once worked as an assistant research fellow and postdoctoral fellow in the School of Health Humanities, Peking University, engaged in health law, medical and technological policy, and went to Stanford University and Cambridge University as a visiting scholar to participate in intellectual property law and scientific and technological law-related research.
He is also the deputy director of the Special Committee of Artificial Intelligence Law of the China Law Association on Science and Technology, the Secretary of the Education Science and Technology Committee of the Zhejiang Committee of the Revolutionary Committee of the Chinese KMT Party, a member of the Special Committee of Digital Governance of the Jiangsu Society of Digital Economy, a standing member of the Expert Committee of the Youth Robot Design and Information Literacy Competition of the World Robotics Conference, and a reviewer of the journal of Soft Computing(SCI JCR Q2). He has won the title of Hangzhou-level leading talent and Hangzhou-level outstanding young talent in philosophy and social sciences.

He held the key project "Research on Local Legislation of Data Intellectual Property Rights", commissioned by Jiangsu Intellectual Property Office, 2024. He held the project "Development Trend of International Intellectual Property Trade and Impact Assessment on Science and Technology Security", commissioned by the Ministry of Science and Technology, 2022. He worked as the principle finisher to participate in the project "Research on Legislation of Infectious Diseases Prevention and Control Regulations in Beijing", commissioned by Beijing Municipal Health and Health Commission, 2020.
His main research directions are intellectual property law, science and technology law, and innovation management, focusing on the frontier cross-cutting issues of deep integration of science and technology and law, such as artificial intelligence supervision and governance, data governance and basic rules construction of data governance, patent management in biomedical and pharmaceutical industry, and intellectual property management in the transformation of technological achievements.
